Ever since September 2022, ECOLISE has embarked on an extensive consultation phase of the 10 theses towards transformative community-led local development policies. So far, over 350 persons from >130 organisations have taken part.
This May marked the inauguration of the Deepening Phase, a series of dedicated conversations and consultation that focus on delving into a few of the 10 theses, exploring key political demands and arguments with a focus on the European Green Deal. The outcome of the Deepening Phase will be the #10theses manifesto = a 2-4 page long document integrating key messages and narratives, which will be published at ECOLISE’s main policy event (November 2023).
The consultation of the Deepening Phase has inspired deep exchanges within a small and diverse working group of more than 30 process partners at each of the two meetings in June, which will contribute to the outcome – the 10 theses manifesto. Apart from ECOLISE’s Advocacy & Policy domain, the process is also backed by two groups, dedicated to accompany the meetings and facilitate the process:
Science-Policy Board
The science-policy board accompanies the consultation phase: Its role is to harvest participants’ responses and give inputs from an academic view.

Editorial Board
The editorial board is the ECOLISE members’ steering committee for the consultation process of the #10theses manifesto (2-4 pager with key messages and demands) in 2023. The editorial board makes contributions to the identification, formulation and integration of key arguments, political demands and messages which are discussed in the “deepening phase” of the consultation process.

What we’ve discussed so far:
🌱In our first call, we focused on the topic of resourcing. We read through Thesis 2, on changed human-nature systems, Thesis 3, on alternative economic systems as preconditions for transformative change and Thesis 10, on support networks (incl. LEADER/ CLLD). In breakout sessions, we questioned what we need resourcing for, how to design resourcing and contemplated around supporting alternative economic models.

🍃In our second call, we focused on the topic of Democracy. We read through theses 7 on Multi-Level Governance, inclusive governance and bioregions, localisation and collective action, and thesis 9 on participatory democracy, EU regulations that enable CLIs. We reflected on why CLIs need to engage with EU politics and policies, such as the European Green Deal as well as the reasons why we need a strong connection between local and European levels of governance, including binding local plans for socio-ecological transformation.

Further steps:
